|1| Determine a GOE maximum for individual user groups.

At the bottom you see the box "show checkbox for extending GOE". If you
choose "Yes", publishers can forbid other users to extend the guarantee
of existence for the fact. If you choose "No", all users who are
permitted to edit the fact are automatically permitted to extend the
guarantee of existence.
